Its very easy to taunt someone, its very easy to neglect someone's genuine endeavors and to judge, on the other hand we see people encouraging each other for wrong things, for example if 2 friends are smoking and drinking they encourage their 3rd friend to take up to smoking and drinking, jihadis are another example of encouraging people to take to wrong things, which is not a great deal. To encourage someone for good act is not a simple and easy thing, encourage means to make someone more determined, hopeful and confident for right thing they are doing.
One of the reason why people don't encourage their peers or subordinates is that they feel in future that person may take their position or post, I know one of the professor who would tell his students that, "don't become a teacher", I asked him, "why?, teaching is such a wonderful job with so much money you are earning" , he told me, "if they become teacher what will happen to me", he was feeling so unsecured.
We have an example of Jambavan from Ramayana he inspired and encourage Hanumanji to jump to Lanka and search mother Sita, he was not thinking if Hanuman becomes successful I won't get any credits and appreciation from Ram, Bhagavad Gita is also nothing but encouragement given by Krsna to Arjuna to fight for right cause. And through Gita Lord Krsna is encouraging us to take to devotional service, Gita shows a way to most hopeless person too, there was a person in west Virginia who was robber, once police were behind him he rushed into temple and started living like a temple resident, he shaved his head and started following regulations of devotees and started reading Gita so no one could doubt him, in Gita he found answers to all his questions and gave hope to his hopeless life and understanding seriousness of crime he had committed previously he surrendered himself to police, after observing his lifestyle dedicated to God police released him and now he is preaching the glories of Gita. So I think its best service to encourage someone to take to devotional service to God which will transform one's life.
